For the crown:

Cut a three pointed crown from a sheet of gold craft foam. Glue it together in a ring.
Cut and glue a red foam heart to the center of the crown.
Glue an elastic band to the crown to hold it onto the head.

For the front dress detail:

Cut a rectangle of white felt that fits from the collar of the dress to the skirt seam.
Cut and glue black panels of felt in a chevron pattern onto the white felt.
Glue a red felt heart to the center of this piece.
Attach this piece to the dress with fabric tape.

For the tulle skirt:

Cut and glue an elastic band into a ring that fits comfortably around the baby’s waist.
Cut 3-4 lengths of tulle twice the length you’d like for the skirt.
Fold the tulle in half and loop the cut ends through the folded end over the elastic band and pull the tulle so you have a knot at the elastic band.
Repeat the last step until you’ve covered the elastic band. Make a section of the front tulle skirt white, and the rest red.

For the throne:

Cut a throne back with a heart shape at the top from upholstery foam. Cover it with red felt.
Cut two long strips of upholstery foam for the armrests and roll one end halfway to form a rounded armrest and hot glue it in place.
Repeat for the other armrest and over these pieces in red felt.
Cut a rectangle of upholstery foam for the base of the throne and cover it in red felt.
Glue the armrest, throne base, and throne back together.
Add gold trim around the throne back and ends of the armrests.

For the headpiece:

For the playing card:

Cut two large rectangles from white felt that cover the front and back of the body.
Glue two red felt hearts to opposite corners of the card and one large heart to the center of the card.
Glue black ribbon ties to the shoulders and sides of the costume.

For the spear:

Cut two matching hearts from red poster board and glue them together, leaving an opening at the bottom for the stick to fit through.
Insert a stick to the opening and secure with glue if needed.
